Oct 7, 2008 - The ultimate goal of this program is to deter drug use, right? It seems like there are more important issues to throw money at, but I guess their new parents are the government. It's a fight with no end. The Federal Government needs to wake up; there will always be drugs and parents should be the ones to educate their children. If they don't stop the war on drugs then at least charge the parents of the drug offending underage offspring with the costs that are incurred from their incarceration!
